Let’s Talk Cover Letters

In the old days when resumes were mailed using the US Postal Service, the cover letter was ubiquitous and almost always started with some variation of, “enclosed please find my resume for…” Since that time, cover letters have evolved; here’s how:

  • Not every application requires a cover letter. If a job posting asks for a cover letter, then you certainly need one. Most federal applications do not require cover letters; they are typically optional. Unless required, I do not generally recommend adding a cover letter to a federal application. Cover letters are much more standard in the private sector.
  • If you do decide to prepare a cover letter, make sure the formatting, including font, margins, and any design elements, match your resume. Your documents should look like one cohesive package. This helps reinforce your brand.
  • Your cover letter should be more than just forwarding your resume. Make your opening paragraph attention getting—and use the key words of the job posting to the extent possible. Share you can add value to the organization—rather than what you want / need.
  • Include real relevant achievements. What have you done that makes you a good fit for the job? Be specific and include measurable accomplishments that relate to what the job is asking for.
  • Address your cover letter to a real person—no “To Whom it may Concern.” With all the online tools available, there is no excuse for not using an individual’s name—and be sure to spell it correctly! Don’t forget to change the name and company for different positions.
  • Keep your cover letter to one page, use personal pronouns, and include a “call to action.” Tell the reader what you want them to do—invite you for an interview? Something else? Here are 1 ideas, “I appreciate your time and consideration; please contact me at 123-456-7890 or name@mail.com to discuss what I can do for your organization.” OR “I look forward to an opportunity to meet with you to discuss…”
  • Ask a third party to review your letter before sending; you do not want your letter to include typos or other mistakes.

Again, while not all job applications require the use of a cover letter, if you do prepare one, make it worth the reader’s time!

Do I Really Need a Cover Letter?

Back in the days of “snail mail,” the use of a cover letter was standard. Applicants mailed their resumes and included a cover letter to introduce themselves and highlight their qualifications. Nowadays, no one actually mails their resume to anyone; so the obvious question is whether cover letters are still needed.

Here are some thoughts to consider:

  • Does the job posting ask for a cover letter? If so, you definitely want to include one. If nothing else, it shows that you can follow instructions (always a plus for an employer!).
  • Is there a place to upload a cover letter? Many private sector Applicant Tracking Systems (ATS) do not provide space to upload a cover letter. If you find yourself in this situation, it is clear that the organization does not want a cover letter.
  • Most private sector recruiters (over 60% according to some studies) do not read them. Of course, that means that approximately 40% of resume reviewers and recruiters do review cover letters.
  • In the federal arena, the first thing that is reviewed is basic qualifications and then the questionnaire; next is the resume. An applicant has no way of knowing whether the Human Resources Specialist reads your letter—or even more importantly, passes it along to the hiring manager.
  • A cover letter that simply says “here is my resume for the ABC position is always worse than no cover letter at all. If you are going to prepare a cover letter, you should make it meaningful. There are still no guarantees that it will be read or considered but if it is, it will at least say something.

If you do decide to prepare a cover letter, here are best practices:

  • Customize your cover letter, including addressing it to a real person and properly noting the job and organization. There is no excuse for “to whom it may concern.” All federal job postings list a contact person. And for private sector positions, use LinkedIn and other sources to find the hiring manager.
  • Make it different than your resume. A cover letter should not just repeat what’s in your resume—highlight your key qualifications and accomplishments vis-à-vis the posting and tell your story, while making it personal. You can and should use “I” in your cover letter.
  • If you are emailing your resume to someone, you should put your “cover letter” in the body of the email, rather than making it a second attachment for someone to open. Keep it short; emails are typically shorter than letters. If you’re putting your resume and cover letter into a system, be sure to put it in the right place.
  • Keep it short and sweet; your cover letter should not exceed one page and paragraphs should be kept to 4-5 sentences.
  • Ensure perfection. Make sure your cover letter is well written and includes no typos or grammatical errors. Ask a friend, family member, or colleague to proof it for you.

While in many cases, a cover letter is no longer needed, if you are going to prepare and submit one, make sure it is worth the reader’s time and attention!

Validating Your Experience—Third Party Endorsements

We have talked about the importance of documenting your experience on your resume and through your cover letter. In addition to documenting your experience through achievements and metrics, another way to demonstrate your expertise and effectiveness is through third party endorsements. There are several ways to approach this:

  • Consider featuring a quotation from a recent performance evaluation or award recommendation on your resume. On a USAJOBS resume, you could call it a Supervisory Endorsement and put it in the Additional Information Section of USAJOBS. Be sure to identify where the quote came from (e.g., Recent Performance Evaluation) and identify the source, either by name or title. Here’s an example:

“Branch Chief Smith is keenly versed on all laws, regulations and policies relevant to the program. He is working diligently to transform the operational paradigm from solely security to a frontline/investigative methodology…and to retool training…He is an expert on the science that distinguishes DHS’s program from all others, particularly in the area of guarding against cross contamination.” 2016 Performance Review.
